- Take an image editor that supports layers
- Place the original map on the first layer
- Place the current match map on the layer above it
- Place your troops and effects on the layer above that
This solves a lot of problems with detailed backgrounds.

Also about the background, it is conflicting with the foreground, try to put some atmospheric perspective into it and use a lighter, bluer color for the buildings.

That's much better, although you might want to desaturate the blue colour a bit.
